How do I recover the lost top line of outlook toolbar

The top line of my outlook toolbar (containing "file" " Edit" "View" etc) has
just vanished and I cannot find any way to get it back. Any suggestions will
be welcome.

I am running XP and Office Pro 2003. plus all updates.

I do not know the last action I took before this happened.

Right click in the gray area of the toolbar and choose Customize. On the
first tab, make sure Menu Bar is checked.

Unfortunately it was already checked
