How do I move fields around the work space of a form

Dear Word Users,

I am trying to create a form with an image of an order form in the
background. I would like to place text fields in certain areas to match the
layout of the order form. It seems impossible to grab the fields and move
them to where I want them placed. I have tried converting to frames, but
that just causes the entire image in the background to shift and other text
fields become displaced as well. Any wisdom is welcome...

Insert the scanned image into the header/footer layer of the document,
formatted to be "behind the text". That will let you freely place frames over
it without affecting the picture.
