how do I move a button on outlook toolbar?

I want to move my paperclip icon (attachment button) away from the send
button.
When I open a new message I cannot access "customize" in toolbar

It appears that you may be using word as your email editor. If this is the
case, it won't let you customize that toolbar. If you stop using word, you
can create a new message and customize your toolbar and put the clip where
you want it to be located.

I changed from using Word as my editor but that that doesn't give me access
to the toolbar where the paperclip is next to the send button. So I went
back to Word as my editor.

Are you right-clicking on an empty area of the toolbar, for example somewhat
to the right of "Help"?
