How do I import a hotmail address book into Outlook?

is it my imagination or has microsoft made it ridiculously difficult to
export NINE PAGES OF MY HOTMAIL ADDRESS BOOK into microsoft Outlook?!?!

It's easy if you have a Hotmail account allowing the use of the Outlook
Connector. It's impossible otherwise, as far as I can tell. However, how
is your post a suggestion?

It is not your imagination. I used to enjoy sending web pages or
links and having my Hotmail account and address book pop up and allow
me to use my existing address book. Now, Office seems to have
hijacked this function and it seems I have to buy a Premium Service
(in addition to paying for my Hotmail account with extra storage) to
email a link or page. Does anyone know of a way to "deselect" Office
so that I can use my Hotmail rather than being forced into an option
I never asked for and don't want? Any help appreciated.

As far as I know, Outlook has never "hijacked" Hotmail. You are free to use
the Hotmail web interface complely independently of Outlook.
