How do I fix Outlook 2003 so it stops freezing?

When I am downloading my messages to Outlook 2003 it continually stops
responding. Has anyone experienced this issue and have you found a solution?

Uninstal Norton, reboot, retest or
Start Outlook with the safe switch and retest
