How do I enable macros?

I have created a macro in Outlook (Windows XP) which is designed to mass
reply to email.

It has worked quite well, but now when trying to run the macro I receive the
error message box saying that macros have been disabled. It won't run with
the security setting on "low" and I've shutdown and rebooted several times,
but the same message appears--instead of getting the warning box which allows
you to enable or disable macros.

To my question: How do I enable macros after they have been disabled?

YOu need to restart Outlook after changing the VBA macro security level.
