how do i create a data file?

I am trying to run outlook 2003 for the first time after upgrade from outlook
2000 and outlook 2003 crashes at startup. It gives me an error message to go
to mail in control panel first to add a data file and when I click ok in this
error messages, outlook 2003 closes completely. I did go to this "mail" in
control panel and setup my mail server account however the option for data
file is only a pre-defined one as the option at it gives me another error
message that cannot locate the file business manager or so. What can I do?
