Control Panel / Administrative Tools / Computer Management / Disk Management
Right click on the drive you want to change and change drive letter. You
will have to restart

But isn't it true that you can't reassign the letter for the partition
where the OS lives?

Once installed it is not a practical proposition - that letter is too
pervasive in the registry. You have to start over, deleting the
partition first. This letter F: trouble arises if you have a Zip drive
(and possibly other external drives, eg USB ones) present at the time of
setup. Have them disconnected and install them later
