How do I block email w/specific text/phrases?

I keep getting this one email w/harassment-level frequency. It always says
the same thing, but whoever the sender is masqurades as a Paypal official,
using a router so that the email address says it's from Paypal.com, but
clearly is an attempt at scamming. I cannot block the domain name, since I
will filter all my official Paypal emails into the Junk folder.

Is there any way to block an email using specific text or phrases within the
body? I only know how to do it using the email address.

Why don't you create a rule with specific words in the subject or body or
message header?

I am using an http email account (hotmail specifically) and according to
Outlook, it cannot create rules for http based email clients.

Not for HTML messages.
