How do I block email that grays out the junk mail options?

I am getting email that grays out the Outlook email block options. Is there
another way I can block this email from coming in?

What is your Outlook version? What kind of e-mail messages does it happen
to? Are they in the Inbox? Give us as much info as you can...right now we
don't have a lot to go on.
