Most printers cannot print all the way to the edge; there is a finite
unprintable area required for the mechanics of paper handling. Even photo
printers that can print "borderless" 4" x 6" prints may not be able to print
8.5" x 11" paper without a border. Even commercial printers can't really
print "full bleed"; they accomplish this effect by printing on oversized
paper and trimming it down. If this is the effect you want on your
letterhead, you will probably have to have it commercially printed.

My Epson Stylus Photo R2400 will print full bleed ONLY when set up to print
on Photo paper.
