How come I can only send emails to same as my domain name (ISP)?

I have bellsouth as my ISP. When am at work connect on a wireless lan or my
wireless lan at home I can only send email to people that have a
bellsouth.com domain like my email address. Any other email address I get a
550 error relaying mail to <email address> not allowed.

Hello,

I should contact your ISP about this.
To fight spam, most ISP restricts the mail delivery to users connected in a
range of IP (their IP) or if the msg is to be delivered to their own domain.

When one of these conditions is no meet, they use to require a
pre-authentication on pop account or to check the "My SMTP requires
authentication".

Only your ISP will be able to instruct you how to proceed.
