Can't send emails

I can receive emails, but cannot send to anyone outside of my domain. I
always receive error "550 relaying mail to [domain name] is not allowed".
This only happens in Outlook, not Outlook Express or webmail.

Did it ever work? Do others in your domain have the same problem? What
version of Outlook? What kind of mail server do you have? (Exchange? POP?)

My ISP is not blocking my email. This only occurs in Outlook 2003. It does
not occur in Outlook Express or Hotmail. It also does not occur when I am
using the same account from my home computer and using Outlook 2003
Professional. The exact same thing is happening to someone else in the office
who uses a different domain. We are on a peer-to-peer network and the person
with the master machine does not have this problem.
