How can you recover Ethernet LAN icon in Network Connections

Hello

I have a user who deleted the Local Area Connection icon in Network
Connections. Strangely also the network card wasn't being detected in
Devices. I re-installed the driver but although the device now appears
there is an error saying it can't start. Also the Local Area Connection
icon is still absent from Network Connections.

I tried a system restore to an earlier time but that did not fix problem.
How can I fix this?

Is a restore from XP CD the only option? Would that even fix it?
