how can i tell what program is accessing a file?

Hi, is there a shell plug-in that lets me see which programs are accessing a
file?

In XP pro I get 'file in use by another person or program' messages quite
often and I'm not sure who or what's accessing the files. It's not a
virus - i am very sharp on updates etc. The files are in a non-shared
folder. However, they are from another person. I've looked at ownership &
permissions and i have full admin privelages & access.
I have tried shutting down everything with task manager but the file is only
ever freed up after a reboot!

Get the free process explorer from www.sysinternals.com
This will tell you what process is using what. Often a
process will have access to files and folders and that is
why you will get the in use warning. Have fun.

also on that site, filemon.exe does something similar.
