I am trying to fix a problem with my sister's DELL computer with this modem.
What is your problem?
Her's is that it keeps dropping out and the connection speed does not even
come close to 56k.

What is your problem?

And for both of you, for random connection problems, also check the phone
cable and possibly try a different phone jack. If you have old telephone
wiring and/or a less-than-optimal phone connection, you aren't going to get
a good Internet connection either. You may need to check with the telephone
company. If updating the drivers doesn't help uninstall the current modem
and swap it out for a known-working one. You can get a new basic modem for
under $25USD. Naturally this will not work if the problem lies with your
telephone lines, but it will help to narrow down the cause.

Internet Access.

It would have been more helpful had you said this in your *first* post. You
don't need to remove the dialup modem. You don't need to do *anything* with
it. Just use the ethernet adapter for your cable Internet connection. If it
makes you happier, go to Device Manager and *disable* the dialup modem
(right-click). It isn't necessary though. There is no problem having a
dialup modem and an ethernet adapter installed in the same computer.
