my computer is stalling

I have been having problems connecting to the Internet. It seems that when I
transmit/receive data my computer freezes every 5 seconds for about 20
seconds, then the cycle repeats. I have a Dell 2400 computer running on
Windows XP Home and it has the originally installed Conexant D850 56K V.9x
DFVc modem. The driver version is 7.6.0.50 and the date is 1/7/2004.

In the Control Panel under phones and modems it says that the modem is
working properly on COM 3.

When I ran the SmithMicro diagnostic tool for the modem I get an error
message saying that it failed to find the modem on COM1. When I click on the
information tab I get the "running" bars then a blue screen error message
saying that if this is the first time this message appears then I should
restart. After I restart the same problems return.

When I get the blue screen it is a full screen of text. Here are some of

The problem seems to be caused by the following file: mrtRate.sys.

Any thoughts for how I can restore my computer’s operation back to “normal�
