How can I contribute to MS Windows a keyboard mapping?

Hi.

There is no Dvorak keyboard mapping in Windows, that has Estonian special
characters. I have created one with "Windows Keyboard Layout Creator", but to
my mind it's not "real thing". What I would like is that Windows would
support that mapping officially, so that new Dvorak users in Estonia could
use their keyboard fully.

How can this mapping reach into Windows and how can I help?

So if I make correct drivers, developers could include them in their future
XP release or some Updates?

I meant Windows not XP. Next release will be Vista. Typo..

No idea if they will accept it. This is a user to user group,
"Microsoft" does not visit here. You may want to start communicating
with someone in the developer side of things.

Thanks for clearing this out for me. I will contact my local official MS
group and ask them, what to do.
