I have several files like the above-mentioned (actually the file name
is much, much longer in length) in the Documents and
Settings\user\local settings\temp\temporary internet files
sub-folders.

I cannot delete the Temp Internet Folder. I cannot delete the files
one by one. I cannot change the name of the files. In fact, when I
R-click on one of the files, instead of the long list of options in
the pop-up window the only options I have are "Open" & "Send To".

I'd like to know how to remove them and possibly prevent them from
ever coming back.

Does anyone have any helpful hints, suggestions, tips. Has anyone
seen these files on their PC?

update them, then boot into safe mode and run them. You should update
and run them weekly.
