when i start my window's (i have pc tools anti virus free edition which works
ok but it say's on start up that it encountered a problem and needs to close)
when i click on send error report i get no feedback. this happens all the
time (with error reporting) but when i use other comps it gives you a
resoloution idea! why is this please?

You can try a Startup repair.

Maybe a virus has taken control and won't allow the communication, etc..
