Help with setting password

Hi, Ive been trying to protect my computer so that other people can't use it.
I tried setting up a password, and then using the welcome screen, so that
people need to enter a password to get it. This did not work. The computer
did not show the start up screen, and just logged straight in. So I tried
using the startup option of having to type in your username and password.
This also did not work. I can use the Windows button + L to lock the
computer, but all it takes to get in is for someone to press the restart
button, and then the computer will restart, bypassing the password
protection. Please help, I've looked everywhere and don't know what to do!

One way is to create a second user account and password protect it.

I have tried this, and It didn't work. When I turn the computer on, it does
not ask for log on details, or give me the option to choose which user, It
just starts up straight away in my main profile.

Follow these simple instructions:

1. Open the Run box and enter: Control Userpasswords2
2. Tick the box "Users must enter a user name and password to use this computer."
