Help with ATI Radeon - some corruption of display? (red dots, blue streaks) & video playback & power

Not sure whether this is a hardware or software fault

I have an ATI Radeon 9800 Pro, Driver date is 30.11.2004 I am sure I got the
latest one this week. Version is 6.14.10.6505 but I had this problem with
the last drivers too I have a DELL branded PC with a flatpanel monitor. (Win
XP SP2)

I have 3 problems, which I hope even if you can't help you can tell me whats
going on as its driving me bonkers.

1) The display sometimes looks a bit corrupted - it seemed to happen more
with older drivers, but still happens now, sometimes it shows up as some red
dots a few pixels apart when I am looking at text on white, or in excel etc.
if I scroll the document they move, so its not the monitor. Also shows up
when I drag windows around, it sometimes leaves either red or blue think
vertical broken strands behind. It's not so bad as to be a serious problem
but am more worried that its telling me I have a videocard hardware problem,
or some kind of video memory problem.
Does anyone know what the likely problem is and any possible solution? Any
way to run some tests to see whats happening

2) This is a weird one, but happens when I have a crash and have to shut
down with the power switch, and also often when an install requires a
software restart. What happens is it shuts down, and then when it starts
back up, it all works fine, then at the end, just when it is switching video
modes (I guess?), instead of the blue logon screen coming on for me to click
my user name and get to the desktop, the monitor instead powers down. I know
its there on screen because I can randomly click the mouse and eventually I
am hitting the logon button and can hear the sound of desktop starting.
Sometimes I just have to shut down the PC, turn power off at wall and
restart later, but other times I need to shut down, power off AND remove the
video connections (at PC and monitor end) and power cables, physically
removing all and replugging everything in for it to then boot up and follow
through to the desktop
I have no idea what is happenning there

3) Finally, ever since I updated my drivers a few months ago, I have had
problems with DVD and video playback. Some of the symptoms include locking
the system when I play a video on Media Player or Cyberlink DVD (which I
stopped using a while back). Often it works at first, but then crashes if I
try to use it after playing a game, such as Microsoft Links Golf etc. Very
annoying because this often locks the system up. I never had problems with
this before. When I first noticed it, it looked like it happened when on
CYbberlink the point where it loads the DVD but then sort of switches its
window size just before the DVD playback occurs. I did once roll back the PC
to very old drivers and it worked fine, so I am sure its something to do
with the updates on the PC< either Windows, Media Player, or the video card

I truly hope someone can help identify these issues, and hopefully some hope
of a solution or at least diagnostic avenues of attack!

thanks in advance

I should say these red pixels tend to be on black text, so as I look at this
post, the white is all normal, but then on every few letters, the black text
looks like it has some red pixels on it rather than just being completely
black.

I had exactly the same thing happen with my old 8500, that was memory on
it's way out. I would also get ghosting when hooked up to a tv playing
video files. Replaced the 8500 in my old machine with a 9200 for about
£30 and it works perfectly now.

actually it looks worse on screen than on those pics, but just as a
look-see.

If the card is gone, whats the best card to replace it, something at least
as good, but as cheap as poss
