Help Widows Installer Fails (XP PRO, Sp2 & IE7)

Since installing IE 7 the windows installer fails. Going back to IE6 does
not fix problem. Msiexec.exe is present and correct version

What is the best way to fix this

Reinstall Msiexec
or
Inplace Windows Repair install?
