Help understanding and preventing DCOM error

I'd like to understand and prevent this error, which occurs on boot, and has
only been doing so for the last few weeks.
I am the only user of this computer and definitely have "administrative"
authority.

Windows Messenger Does Not Start If you try to start Windows Messenger
by using an account that does not have administrator permissions on the
local
computer. The following event appears in Event Viewer:
Error Message:
Event Type: Error
Source: DCOM
Version: 5.0 or 5.2
Component: System Event Log
Symbolic Name: EVENT_RPCSS_SERVER_START_TIMEOUT
Message: The server %1 did not register with DCOM within the required
timeout.
The Component Object Model (COM) infrastructure tried to start the named
server; however, the server did not reply within the required timeout
period.
The server {FB7199AB-79BF-11D2-8D94-0000F875C541} did not register with
DCOM within the required timeout.
You may experience delays in opening the following Web sites:
http://www.msn.com/
http://www.hotmail.com/

The MS site suggests the following, but I note that the indicated registry
entry is already there, in exactly the right place:

Windows Messenger cannot identify the primary messaging service for the
current user and does not start.
Start Registry Editor (Regedt32.exe).
Locate and then click the following key in the registry:
HKEY_CURRENT_USER\Software\Microsoft
On the Edit menu, click Add Key, and then add the following registry
key:
Key name: MessengerService
Open the MessengerService key.
On the Edit menu, click New, click String Value, and then add the
following registry value:
Value name: PrimaryService
Data type: REG_SZ
Value data: .NET Messenger Service

I'm really baffled by this error. I have changed the Options in Windows
Messenger so that it loads when Windows loads. It does so flawlessly, yet
the DCOM error message again appears in the Event Viewer. I also do not
"experience delays" in opening the Web sites at MSN or Hotmail.
How can I prevent this error from occurring every time Windows boots?
Can anyone help identify the "server"?
