Help required in repairing ODBC driver in XP Home SP2

Short story long;

As indicated, I'm running a fully legit, patched version of Windows XP Home
SP2. I recently installed Adobe Photoshop Elements 4.0 and have a problem
when using some of the functionality. The exact error is as follows;

"There was a problem opening the catalog 'My Catalog'. Another user or
application may have the catalog open, or one or more files may be missing or
out of date, or damaged. The ODBC data source reported the following error:
(internal error: data not found). Attempt to compact and recover this
catalog, then open again?"


After you click OK to recover the catalog, Photoshop Elements reports that
the recovery was successful, but the application returns the same error and
fails to start.

I of course went to Adobe's support page first, came across an exact
description of the error, and their recommended fix is as follows;

Solution 2: Repair the Windows ODBC drivers. (Windows XP only)
If the same ODBC error displays when you create a new catalog, the Windows
ODBC drivers are damaged.
Note: The steps in this solution are based on the default interface of
Windows XP. If the interface is customized, some steps may vary. For example,
you may navigate Start > Windows Update instead of Start > All Programs >
Windows Update.
To repair the ODBC drivers: (Windows XP with Service Pack 2)
1. Go to Start > Settings > Control Panel, and select Add/Remove Programs.
2. Select Windows XP Service Pack 2, and click Remove.
3. Insert your original Windows XP installation CD and choose the Upgrade
option.
4. When completed, reinstall Windows XP Service Pack 2. Go to Start > All
Programs > Windows Updates and select Windows XP Service Pack 2.
5. Open Photoshop Elements; the application should now launch successfully.
To repair the ODBC drivers: (Windows XP with Service Pack 1)
1. Insert your original Windows XP installation CD and choose the Upgrade
option.
2. Open Photoshop Elements; the application should now launch successfully

I tried to un-install SP2 as described above, but was unable to, it appears
as if Windows won't let me.

Now my question....Is there another way for me to repair the ODBC driver, or
do I have to find a pre SP2 restore point and back my system out of it (not
an appetizing thought right now).

Any thoughts or ideas would be welcome.

Hold down CTRL while trying to open the Organizer until you see the popup,
choose, recover.
..

That may work.

Thanks for the suggestion, but it didn't work. The popup comes up and says
the recovery was successful, but then I get the same error again.
