HELP PLEASE !!!!!

I've got problems with my windows installer in Windows
2000 OS SP4. Every time I try to install new software or
uninstall old one, system says: "the windows installer
service could not be accessed. this can occur if you are
runnind windows in safe mode, or if the windows installer
is not correctly installed. contact your support personnel
for assistance." What should I do?. Please help. my Email:

Hi,

When you try to add or remove a program, you may receive the following
error message:


Error 1719. The Windows Installer Service could not be accessed. You
may be running in safe mode or Windows Installer may not be correctly
installed.

CAUSE
=====

This behavior may occur if the following conditions are true:
- The Windows Installer files that are on your hard disk are damaged or
are missing. -and-
- You install or remove a program that uses the Windows Installer
Microsoft Software Installation (MSI) package file (.msi). For example,
this may occur when you try to install Microsoft Office on your
computer.

Did you get an answer to this question. I am having the
same problem. I have confirmed I am not running in the
safe mode and I recopied the webfldrs file from the SP3
update package so I don't think it is corruption.
