HELP. multiple users

I have a home machine with separate user-ids for each member of the family.
The problem is that if one person fails to logoff, the only way for someone
else to logon is to physically (power/on/off) the machine. Is there anyway
to permit other users to logoff someone so they can themselves logon?

No, not unless they know the password or have admin rights.
You might consider Windows XP - the Welcome screen & Fast User Switching
make this a lot easier.
