HELP! Computer Disk Hardware Configuration

Hi, I was in the middle of re-installing windows (my HD was cluttered and
possibly had spyware so that's why) in anycase while I was reinstalling it
and the computer restarted itself I came across an error message like:

Windows could not start because of a computer disk hardware configuration.

Could not reed from the selected boot disk. Check boot path and disk hardware.

Please check the Windows documentation about hardware disk configuration and
your hardware reference manuals for additional information.

Now I can't start my computer at all, every time I get that message.

Please help all I want is to reformat my HD and reinstall windows!

The problem is that I can't actually choose which installation to run (I
assume the recover mode is when you restart and hold r), every time I pick
the installation it takes me right back to that error message

I can't reboot in safe mode or anything. Also, how do you boot up your
lapotop with just the cd-rom and the boot disk. I tried to do it on my Dell
laptop but nothing happened.
