Have to shutdown twice

Hi
I have a WindowsXP Home machine that I have to go through the shutdown
process twice:

[Start][ShutDown] -- [ShutDown from the dropdown menu]

Nothing happens and I have to go back to [start][Shutdown]

Then it shuts down ok.

Any ideas?
