How do I fix double shutdown?

HI All,

I have a customer with Windows XP-Pro, SP2. Strangest thing,
his computer will not shut down unless I press "Start", "Shutdown",
"Shutdown" twice (go back and do it again).

I have tried doing it only once and then waiting and waiting. No
joy. It will not shutdown until I go through the process twice.

Any idea how to fix this?

The IntiateSystemShutdown is set, but it looks like a program is blocking
it.

Have you installed anything since this started happening & is it running
when you are shutting sown?

Would like to know the answer,

It is not on the net, so no viruses. (I also scanned it.)

I installed it on a blank drive. It has been that way ever since
I installed it.

I visit the customer next Tuesday. I will give the troubleshooter a
spins while I am there.
