hardcoded URL's on IE6 startup hijacked by search engine

Does anybody knowhow to remove the hardcoded or scripted
URL's some websites are putting in and setting
perminent? I tried the standard tool bar and putting a
new one but on re-launching IE the pirate coded URL comes
back. I ran 2 different spyware tools and it still comes
back. here is one of the offending sites
res://jkulk.dll/index.html#96676 another one starts out
with etc//.....

Does anyone know how to stop this?
