Hard drive wipe and reload of XP

This may be hopeless...but worth asking
My hard drive is corrupt and I need to start fresh. I do not have the XP cd
and can not really afford to go buy one.
I want to know if there is a way to wipe my C drive and reload XP that is
internal. This is a emachines basic desktop. I think it has the back up D
drive but maybe not.
I have tried system restore and its just not working.
If there is no way to start fresh I at least need to delete EVERTHING I can
and go from there.
So 1..Can i wipe the hard drive and reload XP without a CD?
and 2...If not what are the ONLY files I need to keep to keep XP working and
maintain internet access.

My first thought is that if you have system files that are corrupt, then
you won't have a proper set of files to put back.
