In windows XP, what is the best way to transfer DOS text files from an old
machine, then read/edit them on a newer XP machine?

If the files are on the DOS machine's hard drive, you could remove the drive
and install it on the WinXP machine as a slave. You'd then be able to copy
the files to the XP HD using Windows Explorer. Text files can be edited with
Word (if you have it) or with WordPad or Notepad, which come with XP. If
there aren't a lot of files and if they aren't too big, and if the XP
machine has a 3.5 drive, copy the files onto a 3.5 floppy and then move them
to the XP machine that way. (Compressing the files with a ZIP program would
fit more of them on the floppy.)

If both machines support USB sticks, that's a quick way to transfer
files. If you have Internet access on both machines you can transfer
files to a storage site, such as Yahoo Briefcase, then download to the
new machine from there.
