hal.dll problem but access denied

Unable to boot, getting "hal.dll is missing" error:

Trying to copy hal.dll to c:\windows\system32\ having booted to the Recovery
Console from my boot CD but I get "access denied." I am the administrator of
my home machine. Upon booting from the CD and starting the Recovery Console
I was not ever asked for a password.

What are my options at this point?

The problem started with computer attempting to boot but the I got the
message, "NTLDR is missing" then followed the
http://support.microsoft.com/?kbid=318728 and through the boot cd Recovery
Console apparently successfully did this:

copy d:\i386\ntldr c:\
copy d:\i386\ntdetect.com c:\

and then copied a new boot.ini to c:\

next, I get the error, hal.dll is missing.

Are you saying that I have to do the final suggestion which is to take out
the hard drive and install on another machine to fix my problem?
