error message <windows root>\windows\system32\hal.dll missing

Hi, I have read all the previous threads about reinstalling hal.dll. I tried
to copy the file from a floppy disk into the folder, but I could not access
windows when I booted the computer with a Windows 98 boot disk. When I
followed the links in other threads to
http://www.kellys-korner-xp.com/xp_haldll_missing.htm which recomended that I
boot from the Windows XP cd and use the Recovery Console. When I got the the
console prompt screen and tried to execute the 'expand d:\i386\hal.dl_
c:\windows\system32\hal.dll". This lead to an error saying that access to the
folder was denied. I am not sure what to do now. I have a dual boot system,
Windows 98 and XP, with 2 hard drives, 120 gigs and 160 gigs, 4 partitions on
each.

If you have a dual boot 98 and XP can you get into 98? If yes, try using
the Recovery Console and type: Bootcfg /rebuild

Tried getting into Windows 98, but that has problems of it's own. It doesn't
boot up at all. So, that idea is out.
