hal.dll corrupt or missing

I am trying to do a clean install of Windows XP Home. When the computer restarts, and I select Windows XP Home on the boot menu, I get the error message:
Windows cannot start:
Corrupt or missing file <systemroot>\system32\hal.dll
Please reinstall the file.

I also got an error message saying:
NTLDR cannot open the drive multi(0)...etc.
earlier.

I tried the following things:
fixboot
fixmbr
bootcfg /rebuild
and none of them worked.

What is going on?

My computer is a Compaq Presario 5070, AMD K6 processor @ 350 Mhz, 220 MB RAM, two hard drives, one 4 GB, one 20 GB. I am trying to install XP on the 20 GB one.
