Guest dial-uo

I have just put a new HD in and although I have said for the dial-up
connection 'all users' and saved the password accordingly , when I log on as
GUEST and try to access IE6 it says that they do not have access rights.
DIal-up works fine in ADMINSTRATOR mode, is there something else I have to do
