GP in NT 4 Domain

My machines are all in an NT 4 domain, but any machine
that is not a DC is running Windows 2000. Is there a way
to export the GP settings from one machine and import them
into another so that I don't have to manually set all of
the options on each machine.

This is usually done via security INF files. Unfortunately there is not a
way to "scan" an existing machine and have an INF generated that can be
used on another machine. You could use the articles listed below to create
your own INF file and then apply it to the rest of your machines.
