getting a stop:0x00000071 error on setup reboot

I am trying to upgrade my win98 system ... during the first restart the win
2000 (professional) installation shows an stop:0x00000071
(0x00000000,0x00000000,0x00000000,0x00000000)
SESSIONS_INITIALIZATION_FAILED)

what can be the problem?

Possibly unsupported hardware or system bios.
