FTP.exe not working w/ XP SP2

Greetings,

Really annoying issue. I can ftp and log into the FTP server fine, however
when I try to 'ls' or 'dir' - I get error "500 Invalid PORT Command" and
session hangs. I've tried setting both active and passive mode in the IE
advanced tab. The firewall state is 'off'. I've also tried setting the
network connection and enabling FTP server and also added port 20. Another
thing done was to use the exception tab and add ports 21 and 20 - also added
the ftp.exe application as an exception. Nothing has worked thus far.
