FS2004 Ports-can't play multiplayer

2 computer network - My computer is client. Host is XP
(Pro).

Dx9.0b Installed

Using the same set up that I play CSF1, CSF2, FS2002
with - I cannot connect and play multiplayer games either
IP or on the zone with FS2004.

I use dial-up to connect multiplayer - so I usually
disable network connections - connect with modem - then
head for the zone. (IPCONFIG only shows dial-up IP and
subnet mask).

When I try to connect IP - the game just sits there - and
nothing - when I try to connect through the zone - I get
this "connecting via lobby" window that never goes away.

FS2004 uses UDP ports 23456 and 6073. But I can't get
these ports to open when perform the Direct Play test.

I have tried these things - but still not working :
1.Uninstalled all Antivirus Software
2.Uninstalled FS2004
3.Downloaded fresh copy of Dx9.0b
4.Went into safe mode - reinstalled Dx9.0b
5.Ran regsvr32 dpnet.dll command
6.Attempted to perform Direct Play Test on port 23456 and
6073. Ports wouldn't open - DX said "Tests cancelled
before completing".
7.Reinstalled FS2004
8.Rebooted system - with clean boot up (unchecked
system.ini,win.ini, and load start-up items).
9.Attempted to open ports - still same thing.
10. Ran netstat -a, netstat -o to see if the ports were
open - they were not displayed.
11. Tried to connect multiplayer - still no go.
12. Confirmed XP Firewall was down.
13. Connected to a site to verify it was reading my dial
up IP and all was ok.

Can anyone please help me open these ports?

Hi,

To troubleshoot your issue effectively, I suggest you remove
the PC from the network by physically removing the network
card, or disabling that card in the BIOS, and then reinstall FS
2004. Uninstall or disable any software firewalls, or similar
suites such as Norton's or McAffee's. Keep the XP firewall
on, and open the ports required for the game as per this URL

Search your hard drive for a hosts file and rename it to oldhosts
to make sure that ad blocking software hasn't somehow blocked
you from accessing internet services required to play online.

Run a virus scan at: http://housecall.antivirus.com Afterwards
Download & Run Spybot from: http://security.kolla.de to find any
Trojans, Adware, or Spyware which could clog up your system.
