FRS start even if i set schedule

I have DFS domain root on my domain.I set DFS links between server nad set
connections between servers.I didnt use full mesh or ring i use Custom and
create links between servers.Butt in certain time i have indications that
service start even if replication is scheduled.For instance.I have a server
i distance town.My users complains that they have a very slow network.I
restart FRS service on DC's in main site and then it's all ok.Any idea?

Problem is when my users in site in other town complain that they have a
problem a ping to DC at that site is very high.What i do is restart frs
service and everything is ok.Thats my question.Why is this happening?

The ntfrs service should always be running. It is responsible for learning
about any changes to files so that a change order and staging file can be
made so that the updated files can be replicated when it's time. I'm not
sure if I am understanding the question. For more info about how frs works

It could be a coincidence. FRS should not affect the ability to ping the
server. Have you checked your FRS event log for errors? Is the hard drive
grinding? How much data are you replicating? If FRS is very busy tracking
a large number of changes or replicating then the performance of the server
will decrease.
If the clients are having problems pinging the server then you should check
the network for potential problems.
