FrontPage 2003 - Does it still change code?

Our workgroup is still using FrontPage 2000. A few of us have 2002.

I'm having problems with FrontPage 2002 adding header information when I
save a file if none already exists. Is there a way to turn this off in 2003?

I'm thinking of recommending that we all upgrade to 2003, but don't want to
make that recommendation if it wont fix that problem.

Need to have my recommendation in today.

Any help would be appreciated.

It's adding head tags,meta tags, etc. Yes, if it's just supposed to be html
from the body that is used as an include file somewhere else. I just don't
want FrontPage adding or changing my code without asking me or telling me.

That would be like writing an email and OutLook changing your words after
you click send.

If you are producing includes for SSL or ASP includes, the save the
page in Code View or HTML view.
FP2003 does not add header information in Code view for .asp or .inc
pages.

If the pages are for FrontPage includes. the header information is
required.
