Frontpage 200 security feature greyed out

When I tried to set a password protected page, I went to
tools then checked for security to set permissions.
However, the security feature greyed out I couldn't get
it and go to permissions. I reinstalled frontpage but it
didn't solve it. Somebody have a solution for it?

This problem occurs if any of the following conditions is true:

a.. You have a disk-based web open (c:\Inetpub\wwwroot\yourweb)
b.. -or-
c.. Your web is hosted on a computer that is running Microsoft Windows 95
or Microsoft Windows 98 and running Microsoft Personal Web Server version 4
d.. -or-
e.. The content root of the Internet Information Server (IIS) is on a FAT
file system
f.. -or-
g.. FrontPage permissions on the server have been disabled by your host -
you must contact them to do this for you.
