Freezes on "Windows Is Shutting Down"

When I try and shutdown my PC it freezes on the "Windows Is Shutting
Down" message. I can log off but not shut down.

I am running XP Pro + all hotfixes except SP2.

(1) Is there a setting to force a shutdown without closing down apps
which have not saved all their data.

(2) Is there a utility which can track what is happening during
shutdown process to help me identify what the exact problem is?
