I've just heard about this bit of kit, and remembered G~Mans's post about a free version of photoshop:

It's called Pixel and is apparently comparable to Photoshop for the PC, and is currently free in its Beta stages. It is around £25 to buy at the moment if you want the non-beta when it is released.
I don't know how good it is, as I've only just heard of it myself - but things sound very positive.
Oh, and it is for Windows, Max OS and Linux
