Forwarding jpg files

I am using Outlook 2003. When I forward or copy/paste files that include any kind of graphic files (.jpg, .bmp...) the pictures don't go through. If they do, they send as attachments, not shown in the mail field. I think this is a new problem! I don't think I've had this problem with OUTLOOK. I had it with Outlook Express, and know how to fix the problem in Express. Could anyone help me fix the problem in Outlook?
