Formatting issue

I am trying to format an inventory sheet. It seems like it should be simple but yet its not working.

My column CF is the amount of inventory we should have in stock and column CE is the actual amount of product we have in stock. What I'm trying to accompish is if the item in CE drops below the amount in CF then it is highlighted so we know we nee to build our inventory.
