Form to Data Access Page

confused!!

I have created a form in access. Unfortunately not all users have Access
therefore cannot complete the form.

I tried opened the form in design mode then file/save as/data access page
then receive an error message "unable to create the data access page" it
further indicates the file does not exist or you don't have read and write
permissions to the file, neither of which are true.

how do I convert a form to a data access page without generating this
message? or can I?

I noticed I could use this approach on reports, tables and queries, but not
forms. Is there somethign else I need to do?
