Font Chosen in Outlook is not what the recipient sees

When I used Outlook 2003 before, I noticed that only SOME fonts that I chose
for composing email (and replying/forwarding) actually were what the
recipient would see (Comic Sans was one that did). I have recently had to
reinstall the same Outlook 2003, and now, no matter what I use for my default
font, the recipient sees something like Times New Roman. I have seen it on
two computers for myself, and also know because when they reply to me, MY
note is in the boring font. I have it set up for HTML.

Well, at least in one case (my husband's computer), he is set up for HTML.
However, I just tried setting my format to Rich Text, chose Comic Sans, and
the message went through to his computer IN Comic Sans. So, now my question
is, if I am composing in Rich Text, rather than HTML, what does that mean for
me (what am I giving up to use Rich Text rather than HTML)?
